Changing ( or fixing ) the OBO - make offer option

Having just learned the OBO make offer option can not be used by buyers living in states that collect sales tax.....

Perhaps if the offer option was modified to apply to the item price only,  and not include tax

and shipping,,  then the option would not be hindered by sales tax rules? 

Just a suggestion and something to think about.  Thank You.
